We would like to inform you of an important regulatory update concerning the mandatory Electronic Cargo Tracking Note (ECTN) requirement for all cargo destined for Mogadishu Port, issued by the Somali Ministry of Ports and Marine Transport and the Mogadishu Port Authority.
Following prior notifications and stakeholder engagement facilitated by the two authorities, full compliance with the ECTN requirement is now enforced, with no further exemptions or extensions.
Key points to note:
ECTN is mandatory for all cargo destined for Mogadishu Port, without exception.
The Port of Mogadishu will not handle or discharge any container under a Bill of Lading issued on or after 10 January 2026 without a valid ECTN number.
Partial or selective application of the ECTN is not permitted.
What customers must do:
All customers with cargo destined for Mogadishu, including shipments already in transit must obtain a valid ECTN.
Customers are required to register and apply directly via the official ECTN platform – https://www.ctnsomalia.com
Please ensure that the ECTN number is obtained in a timely manner and correctly reflected on the Bill of Lading to avoid delays to your shipment, it being held or it not being discharged at the destination port.
Please note that the ECTN requirement and its enforcement are mandated by the Somali port and transport authorities. Any requests for exemption, waiver, or appeal should be directed to the relevant authorities.
