The Sea Cargo Manifest & Transhipment Regulation (SCMTR) seeks to bring about transparency, predictability of movement, advance collection of information for expeditious risk-based Customs clearance. The regulations stipulate the obligations, the roles and responsibilities, for the various stakeholders involved in the movement of imported/exported goods.
As per the last Communication shared dated 19th August 2024, India Customs have started rolling our Sea Cargo Manifest & Transshipment Regulations (SCMTR) and the latest Public Notification 57/2024 suggests that rollout is phased out for different ports.

As per the latest schedule received, the SCMTR implementation started from 10th September 2024 for Mormugao port and the parallel run through old Import Manifest process has been stopped.
The parallel run to file the manifest via old Import Manifest process and new SCMTR process for Mangalore port will continue till 30th September 2024 and from 1st October, all the carriers will require to submit the manifest only via SCMTR process.
