We would like to inform you that due to recent COVID 19 pandemic issue, Manila port is impacted by slowdown productivity resulting limited available reefer plugs. For that reason, we are implementing Congestion Fee Destination surcharge (CFD) of USD 1000 per container for ALL Reefer cargo into Manila and the effective date based on PCD booking will be 6th APR for non-FMC corridors and 1st MAY for FMC corridors.
And in order to offer you a choice, Maersk will, until further notice, accept reefer bookings into Manila strictly on the following conditions, which the customer is deemed to have accepted
- We do not guarantee the cargo routing nor take any responsibility for the delivery time. Cargo arriving in the ports of Manila are being diverted to alternative locations until the port is able to receive reefers again.
This situation is outside of our control and is also affecting cargo already in transit to mentioned destination port. - Maersk will apply effective 6th April 2020 based on PCD booking a congestion surcharge of USD 1,000 per container for ALL Reefer cargo into Manila to cover the additional cost of re-routing. Any regulated corridor will have effective date from 1st May 2020.
We are monitoring the situation and depending on the development we will determine if further measures need to be taken.
For your reference, we have also included the levels and rate structure for some sample corridors from/to Europe valid from today until further notice. These may be subject to future change, however we will make sure to notify you accordingly.

- The above surcharge acronyms mean: OF (Ocean Freight), OHC (Origin Terminal Handling Charge), DHC (Destination Terminal Handling Charge), ERS (Emergency Risk Surcharge), BAF (Bunker Adjustment Factor), LSS (Low Sulphur Surcharge) and PSS (Peak Season Surcharge).
- These rates are unaffected by, and do not affect, any tariff notified, published or filed in accordance with local regulatory requirements.
- For trades subject to the US Shipping Act or the China Maritime Regulations, quotations or surcharges that vary from the Maersk tariff shall not be binding on Maersk unless included in a service contract or service contract amendment that has been filed with the Federal Maritime Commission (FMC) or the Shanghai Shipping Exchange, as applicable.
